New Tools of Hybrid Warfare and Kremlin Propaganda in the EU. How to Combat This.

After a facade re-election as President of the Russian Federation, Putin enters a new political cycle. The Kremlin leader survived the turbulence of 2023. Having suppressed domestic opposition, the Russian dictator will focus his attention and resources on a new offensive in Ukraine, as well as on destabilizing the situation in the European Union and the United States.

Over the years of a full-scale invasion of Ukraine, accompanied by aggressive rhetoric by Russia towards EU members, Europe has not learned to counter hybrid threats. The case of Ruben Vardanyan is indicative. He is a “Putin’s man” who is on the sanctions lists of the EU, USA and Ukraine. At the same time, according to media reports, he is nominated for the Nobel Peace Prize.

Against the backdrop of intensifying hostilities in the vicinity of Kharkiv, the deaths of civilians and the destruction of energy infrastructure in Ukraine, Russia uses respected international institutions to whiten the reputation and legitimize its proteges and satellites (such as Vardanyan) in the Western world.

The purpose of the press conference is to develop comprehensive solutions and a common approach to countering Putin’s plans.

Key Discussion Points:

– The main hybrid threats emanating from the Russian Federation for the European Union.

– The case of Vardanyan as a typical example of a hybrid operation of the Russian Federation, which seems insignificant, but plays a decisive role in the support of Ukraine by the international community.

– Kremlin oligarchs as an element of Russian “soft power”.

– Mechanisms to counter the Russian hybrid threat.
