Horizon Europe regulation adopted by Council and EU Parliament
Following the conclusion of trialogues in March, both the Council (April 15) and EU Parliament (April 17) adopted the Horizon Europe regulation. Cefic congratulates the EU co-legislators in reaching an agreement before the upcoming European elections.
As an instrument for driving innovation and competitiveness, Cefic supports EU Framework Programmes. Horizon Europe includes a central role for innovation and an enabling role for the industry through Pillar 2 ‘Global Challenges & European Industrial Competitiveness’. This translates into a defined role for Key Enabling Technologies, programmes which are Research & Innovation oriented and Mission and Partnership driven, and the creation of a European Innovation Council.
Horizontal and financial issues are currently being discussed as part of the negotiations on the EU’s next multiannual financial framework (MFF) for 2021 to 2027. The chemical industry invests over 9 billion in Research and Development (R&D) in Europe annually with the focus on solutions and technologies for a low-carbon and circular economy. Cefic looks to the EU institutions to secure an ambitious and forward-looking budget on Horizon Europe to reach at least the 3% target of GDP investment in Research & Development.
