The EU and Brazil held their 8th High Level Dialogue on Human Rights

The eighth High Level Dialogue on Human Rights between the European Union and Brazil took place on 9th October 2019 in Brussels.

The Dialogue provided with a renewed opportunity for a wide-ranging exchange of views on bilateral and multilateral matters, notably strengthening the rights of women and LGBTI, issues of racism and discrimination, the rights of indigenous peoples, human rights defenders, as well as persons with disabilities. The EU and Brazil highlighted the 30 years of the Convention on the Rights of the Child. The two parties also addressed the issue of corruption, business and internet in relation to human rights and explored ways of further advancing cooperation on matters of strategic interest.

As regards the multilateral level, Brazil and the EU discussed current human rights developments in Geneva and New York, such as the United Nations Human Rights Council, the Universal Periodic Review and the United Nations 3rd Committee.

The Dialogue was preceded by a EU-Brazil Civil Society Seminar on 8th October, 2019. It brought together European and Brazilian civil society representatives and addressed the current situation and best practices related to human rights in the European Union and Brazil. The civil society representatives presented and discussed their conclusions and recommendations with the representatives of the EU and Brazil during the Dialogue.

Overall, the discussions showed a commitment on both sides to continue promoting and improving human rights, domestically and at international level, on the basis of their common views and shared values.

In this context, and with a view to ensure a continued regular interaction on these matters, both sides agreed to continue engaging between the regular Human Rights Dialogue sessions. To this effect, the Brazilian side extended an invitation for the EU Special Representative Eamon Gilmore to visit Brazil.

The High Level Dialogue on Human Rights was co-chaired on the EU side by the Special Representative of the European Union for Human Rights, Mr. Eamon Gilmore, and the Deputy Managing Director for the Americas at the European External Action Service, Mr. Hugo Sobral. On Brazil’s side the meeting was co-chaired by Ambassador Fábio Mendes Marzano, Secretary of National Sovereignty and Citizenship Affairs at the Ministry of Foreign Affairs, and by Sergio Queiroz, Secretary for Global Protection at the Family, Women and Human Rights Ministry
