At a time of profound geopolitical shifts and evolving governance models across the wider Eurasian region, Kazakhstan stands at a pivotal juncture in its development.
On 15 March 2026, Kazakhstan held a nationwide referendum on the adoption of its new Constitution. Following the endorsement by 87% of citizens of a far-reaching constitutional reform, Kazakhstan is entering a new phase of state-building.
Presented as a comprehensive reconfiguration of the country’s political architecture, the reform seeks to recalibrate the balance of powers and strengthen mechanisms of accountability. What implications does this hold for its relations with Brussels? Will the region become more predictable for European energy and transport projects, including the “Middle Corridor”?
Welcoming remarks will be delivered by H.E. Mr. Roman VASSILENKO, the Ambassador of the Republic of Kazakhstan to the Kingdom of Belgium and Head of Mission to the European Union. The panel will also feature Mr. Evgeniy BOLGERT, Secretary of the Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies of the Senate of the Parliament of the Republic of Kazakhstan, Mr. Alberto TURKSTRA, Project Manager at the Diplomatic World.
The discussion will address:
- Why a new Constitution was proposed at this juncture;
- What structurally differentiates the new model from the current constitutional framework;
- How the changes may affect governance, political pluralism and checks and balances;
- What this means for Kazakhstan’s engagement with the European Union and its role in Central Asia and beyond.
