On Thursday 10 September, a new edition of the Ipsos/Secours populaire barometer on poverty and precariousness will be presented in Brussels. Now in its 20th edition at national level in France and its 5th at European level, the barometer provides an overview of how poverty and precariousness are perceived, feared and experienced by people across Europe. Conducted amongst 10,000 adults in 10 countries – Germany, France, Greece, Italy, Moldova, Poland, Portugal, Romania, the United Kingdom and Serbia – this study provides an overview of poverty and precariousness
in Europe, with a focus this year on energy poverty, and highlights Europeans’ willingness to take action and contribute to solidarity.
Its findings echo the realities observed daily by partner associations and organisations which, in each of these countries, support people facing material and social difficulties.
In France, this barometer marks the launch of Secours populaire’s ‘Poverty – Precariousness’ campaign.

Excerpts from the questionnaire: When you think about your current financial and material situation, would you say it is…? Would you say that the income from your job currently enables you to cover all your expenses? Do you think there is a very high, fairly high, fairly low or no risk at all that, in the coming months, you might find yourself in a precarious situation? Personally, have you ever faced the following situations because you were in a difficult financial situation? Would you be prepared to do the following things to help people living in poverty? Focus on energy poverty:
Over the last 12 months, have you ever had to cut back on certain essential expenses (food, healthcare, etc.) in order to pay your energy bills and fuel costs? Have you ever had to do the following to reduce the amount of your energy bill? Last winter, did you find it difficult to keep your home warm enough? And last summer, did you find it difficult to keep your home cool enough?
