Can Suisse Democracy serve as model for Brussels Schaerbeek?

Antagonism between local authorities and citizens

In Switzerland the „Eidgenossen“ have their say on many local, regional and national decisions. Every year, the Swiss decide in hundreds of referendums on issues that directly affect citizens.

In contrast, Brussels citizens suffer from administrative local burden in everyday life. Decisions are made over their heads.

The newly founded political movement <<1030 ensemble>>  1030 Ensemble : La force des citoyens pour un Schaerbeek participatif % wants to change this in the sixth largest municipality in Belgium in Brussels-Schaerbeek. “Citizens first” is the demand to involve Schaerbeek inhabitants before making decisions. Is an introduction of a bottom up strategy at the municipal level in Belgium feasable?
