on our newly developed Guide for Risk Management in the Context of Emergencies, Armed Conflict
and Crises for Social Media Platform Companies.
Event Highlights:
- Purpose: Gather initial feedback and innovative ideas from key stakeholders in Brussels to adapt the guide for other vulnerable contexts. The Guide for Risk Management may be found
- Context: This roundtable is part of the MERIT Forum, a high-level expert exchange involving stakeholders from Ukraine, the EU, and Denmark. The forum aims to promote an enabling legislative environment that safeguards and upholds a democratic digital space, drawing on best practices from the EU. The MERIT Forum consists of 8 Ukrainian experts from media, public institutions and CSOs focusing on media law, freedom of expression and access to information.

Background on the guide
Social media platforms are critical channels for information—especially during conflicts like Russia’s invasion of Ukraine, where reliable information and social cohesion are vital. However, these platforms are also vulnerable to disinformation and hate speech.
The Guide for Risk Management aims to support social media companies in addressing these challenges. It provides a practical, context-specific framework to help platforms uphold human rights—particularly freedom of expression and access to information—while protecting vulnerable groups such as women, minorities, and marginalized communities.
The guide also offers insights on how this approach can be adapted to other crisis and conflict-affected contexts beyond Ukraine.
