Brussels, 20 November 2024 – The Green European Foundation and the Heinrich-Böll-Stiftung European Union, are launching tomorrow, Thursday 21 November at 14:00, the report “Boosting Participation in the Energy Transition: Five Action Areas for the New EU Policy Cycle” (register here to attend). This is a timely publication addressing the pressing need for a socially and environmentally just energy transition across Europe, right before a new European Commission will start its mandate.
A Knowledge Community of more than 30 energy and social policy experts from very diverse backgrounds has developed a series of briefs with recommendations for the EU’s new policy cycle, covering five action areas:
- Just Transition Governance: Strengthening policy frameworks to ensure a more equal sharing of ecological, social, and economic burdens and benefits
- Renovation and Renewable Heating and Cooling: Accelerating building upgrades and renewable energy adoption to reduce emissions and alleviate energy poverty
- Electricity Tariff Design: Reforming tariffs to improve affordability and empower consumers
- Facilitating Energy Sharing: Encouraging community-driven energy models that maximize local benefits
- Local Transition Management: Empowering municipalities to spearhead systemic transformations, tailored to local contexts
Taube Van Melkebeke, Policy Manager at the Green European Foundation: “An accelerated energy transition is the most effective path to energy security and affordability in Europe and the only viable solution to the climate crisis. However, the immediate benefits are not always evident, nor are they equally shared among all citizens. Stronger policy measures are essential to tackle this discrepancy – ensuring an inclusive transition, one that garners broad public support and therefore radically enhances its overall prospects of success.”
Jörg Mühlenhoff, Head of Programme – European Energy Transition, Heinrich-Böll-Stiftung European Union: “In light of the upcoming European Commission Action Plan for Affordable Energy Prices, our new publication recommends facilitating direct access to cheap renewables through dynamic retail tariffs with price corridors, along with energy sharing and fair network charges. To respond better to citizens’ needs, the next EU budget should empower local authorities as energy transition managers”.
