Municipal Waste Europe’s Response to the Call for Evidence on the Circular Economy Act

Municipal Waste Europe (MWE), representing public responsibility for waste management across Europe, has submitted its response to the public consultation on the Circular Economy Act. Our contribution is made up with two papers: horizontal recommendations for the CEA and specific recommendations for (W)EEE,  of growth importance due to its geopolitical implications and the challenges in ecodesign, collection and treatment.

We welcome the EU’s commitment to transitioning from a linear economy to a circular one, with the waste hierarchy at its core. The Circular Economy Act is a unique opportunity to lead Europe’s economic transformation—reducing dependencies, harmonising rules, and fostering responsible circular businesses.

Municipalities and public waste companies are key enablers for achieving a circular economy in Europe as long as they have the means. However, our recommendations not only cover measures to get barriers down for municipalities to deliver. We also advocate for a paradigm switch with necessary economic, regulatory, and trade conditions to support waste prevention, stimulate demand for EU-produced secondary raw materials and foster the growth of circular businesses across Europe.
